Lake Elsinore Advanced Pump Storage (LEAPS) Project

Closely tied to a Forest Route for the transmission lines is Nevada Hydro's proposal to build a Hydro-Electric Plant above Lake Elsinore which would entitle them to an interconnect power line from the Plant to the "grid". The project is referred to as the Lake Elsinore Advanced Pump Storage project (LEAPS).

This power line interconnect is what EVMWD - Nevada Hydro wants to expand it's scope and build a 33 mile, 500 kv high-voltage transmission line across the mountains. The proposed power line would stretch from Perris to Horsethief Canyon through the Elsinore area onto La Cresta, Tenaja, Camp Pendelton and on into San Diego County. The governing / deciding agency would be Federal Energy Regulatory Commission (FERC) because the line is partially planned to go through the Cleveland National Forest.
